Texas Title Transfer with Form 130-U

In a Texas private car sale, the seller hands over the signed Certificate of Title plus the bill of sale, and the buyer completes the title transfer and registration at their county tax assessor-collector office (not a TxDMV regional center). The form the buyer files is Form 130-U — Application for Texas Title and/or Registration.

Documents the buyer brings to the county tax office

  • Signed Certificate of Title (with the seller's Assignment and odometer disclosure completed).
  • Form 130-U Application for Texas Title and/or Registration.
  • Bill of sale signed by both parties.
  • Proof of Texas auto liability insurance.
  • Photo ID (Texas driver's license or other government ID).
  • Payment for sales tax (6.25% on the greater of price or SPV), title application fee, and registration fees.

Step-by-step for the buyer

  • Within 30 days of the sale date, visit your county tax assessor-collector office.
  • Hand in the documents above and pay the fees.
  • Receive a temporary registration receipt and a new title (mailed by TxDMV in 4-6 weeks).
Missing the 30-day deadline triggers a $25 late title transfer fee plus possible sales tax penalty interest. Schedule your county tax office visit as soon as the sale closes.
